Mobile Support Device setting on each portal level not working after upgrade WebCenter Portal from 1

We have latest patchset 11.1.1.8.2 applied on our system.

Interim Patch for Bug: 17641297

We had 11.1.1.7.1 system and Needed Mobile support for iOS system.

We have ask Oracle and open SR with Oracle

SR 3-8287977241 : upgrading spaces and content from 11.1.1.7 to 11.1.1.8.1

Oracle has confirm that after migrating to 11.1.1.8.2 from 11.1.1.7.1
We can able to create Page Template and Skin specific to device and associate that to our existing portal created using 11.1.1.7.1
But after migrating to 11.1.1.8.2 we have been surprise by going to portal admin screen for existing portal we do not see device setting option.
Also there is no option to create page varient or preview your portal to perticular devices.
