Standalone - I cannot post an A/P Batch Locally (I know it doesn't work on the web for standalone)

I tried posting an A/P batch type "V" locally - I even overrode the environment when submitting the post.  Cannot get it working.  It tells me to refer to the logs which show don't show anything of importance.  Anyone experience this before?  If so, how did you resolve it?  Thanks!
