Does a direct World to E1 9.1 migration still require E1 to be installed on the iSeries?

Afternoon everyone,

It has been a little while since I have done a direct World to E1 migration with the last one being to E1 9.0.  For customers who did not want to stay on the iSeries there was no way to install E1 on their platform of choice and perform the migration directly to that new install.  We had to install E1 on the iSeries, perform the world to e1 migration and then migrate the data via the R98403 (or other) to our desired platform.  Is this still the case? 

If so this means I need to ensure the existing iSeries meets the minimum requirements to install the platform pack for 9.1.  The same approach I took in the past.
