Configuration Assistant hangs during domain creation during installation of Forms and Reports 11.1.2

I am installing Weblogic Server 10.3.6 and Oracle Forms and Reports 11.1.2.2.0 on a Solaris 11 Sparc 64 OS.  It appears the components install correctly, but during the configuration phase the configuration assistant hangs and eventually times out during the domain creation and the WebLogic server won't start.  The server is using JDK 7 ((build 1.7.0_45-b18).  I have included a zip file of the install and Admin Server logs.  Weblogic fails with the following error in the Admin Server Log:
