Problem with IntXmlService WSDL

I was finally able to locate a product that I could use to connect to the OTM WSDL called IntXmlService.  I am using a freeware called “SoapUI”.  SoapUI was able to set an object that can communicate with this WSDL.  I was able to wrap SOAP XML around my Rate Inquiry XML  (I think) and now I am getting an error that I don’t know how to resolve.

 

I’ve attached the SOAP XML and a picture of the error message.
