Freeze Order messages & processing

I've two  questions regarding planning system configuration. 

1- Can we freeze order message without processing it? use to generate lower level demand in MPS and freeze demand in MRP.

2- Can we process work order message using dummy work order type just for updating message flag Y without generating record in P48013? Also without creating impact on my planning calculation? because actual work order use only WO document type.
