Web Enablement no longer works after updating to java 7 update 51 or higher

All Web Enablement users using the java client and java 7 update 51 and higher and seeing message "Missing required Permissions manifest attribute in main jar: appears" please reference knowledge SecurityException Permissions Jar Error (Doc ID 1614516.1)
