Are pinned CPU`s still used by NON Pinned guests?

If you have a pool of Oracle VM servers with some guests pinned and some guest not pinned are the pinned cpus still potentially used by the non pinned guests or does the hypervisor / xen have intelligence to not let any oher non pinned guests use them?
