How can I proceed in this situation: OEM12c was installed by consulting company which messed up

This company I started working for hired a consulting company to build OEM12c. 4 nodes provided to them with Level 4 OEM12c configuration without RAC. However the consulting group built two primary OEM databases, plus two primary OMS databsaes. Said will push twice agents on each databse host with two ports, and claimed that is the High availability solution from oracle.

Per my knowledge and experience, there should be one DB as primary and second as Standby and one OMS primary and one as standby.

So right now what can I do now? the version of oem12c is 12.1. I would like to start from scratch.  Or rip off one db node to make it standby.
