FNDSM service managers to external tiers

Hello,

We have an issue on our Production system (not a cloned system) where certain 'Service manager: <NODE NAME>' concurrent managers are showing as status 'Target node/queue unavailable' in the 'administer concurrent manager' form.  The internal tiers are fine

The managers in question are external tiers and the port is open to the firewall. This used to work before our upgrade from R11 to R12

The FNDFS listeners are running on the external tiers and can tnsping ping them from the conc manager tier, can also telnet to the external server on the port

[ebusprod@ukrsvlsdc24042]/home/ebusprod>> grep -i rpc_port $CONTEXT_FILE
