Why is document type "##" not allowed for prior year journal entries on a closed year after upgradin

The Document Type (DCT) for prior year entries changed from ## to && between releases A7.3 and A8.1. (The 9.x releases are based on 8.1.) The P0911AXS install program changes ## document types to && in the Account Ledger (F0911) transaction file. Reference WS: 09: P00163H08 Convert Doc Type from ## - && Upgrade to A9.x (Doc ID 1306959.1) for more detail.
