Define Financial Report - Segment Override

I am trying to run a report via the Define Financial Report option and the Segment Override Department and Line of Business keeps defaulting to 000.000.  I want to run it with null values for those two fields, but it will not let me.  Is there a setup option that controls this?  Thanks.
