Account Inquiry always default to select budget year.

 Dear All
I am having a problem about find account on Account Inquiry.
When I click at Account Inquiry, system populate the list of budget year (Please see the attached picture)
and it default sto to select the budget year. 
How to fix it to default to select at the "Actual" value because I don't want to select the budget year?
Could you please advise?
