Attachments - Can we customise where the attachments are stored?

We have a requirement to attach backup to invoices in the EBS form using the paperclip but will not be permitted by IT to do that because of creating large LOB files and ballooning the size of the EBS database. In the past it was possible to change a profile option to point the attachments to a file server but this seems to have been removed (the option is still there but does not seem to do anything) Cynics may say that is because Oracle want you to use Webcentre but we can't justify that for low volume usage that
