Upgrade from 8.12 to which ?

We are now at E1 - 8.12 tools release 8.98.

We plan to do upgrade so we can utilize the BI Publisher more efficiently (mostly since we automate a lot of customer facing document. Right now, we are using BI also, but it is not flexible - in term of the e-mail subject, the e-mail body content, etc. We need those flexibility since we house several companies in one instance).

Do you have any input what will be the best option to upgrade in term of toosl release and version?

Any big differences in term of functional/improvement/new applications?

Any input will be appreciated.
