Unable to Deploy Shared Agent on HP Cluster with Shared Oracle Home

 OEM is 12.1.0.3 
2 Node HP Cluster

First (Master Agent) installs no problem.  
Shared Agent fails in both silent and GUI mode:

"Checking whether Agent Instance Home already exists
Agent Instance Home path which you have provided already exists and it is not empty."

I thought that Agent Instance Home was shared so of course it would not be empty?

AGENT_BASE, AGENT_INSTANCE_HOME, AGENT_HOME set to same values on both nodes:

AGENT_BASE=/ORACLE/home/agent
AGENT_INSTANCE_HOME=$AGENT_BASE/agent_inst
AGENT_HOME=$AGENT_BASE/core/12.1.0.3.0


I've even tried setting AGENT_INSTANCE_HOME to a different directory ($AGENT_BASE/agent_inst_shr)  to no avail.
