R12 - Quotes - "Sets" Greyed Out

Hi,

We're in the process of an upgrade from R11.5.10 to R12.1.3 and I have an issue I have not found an answer to.

In R11 production environment or R12 testing environment:

1) Navigate to Order Management Super User --> Negotiation --> Quote

2) Create a valid header and save.

3) Add at least 2 lines to quote and save.

4) Select both lines.

In R11 you can right click, select "Sets" and successfully create a fulfillment set.

In R12 the option for "Sets" is greyed out and can not be selected.
