forms applications take long time loading

dear allI installed and configured oracle forms and reports 11gR2 on weblogic 10.3.6 on Solaris11.1
the app server machine in VLAN and the clients in different VLAN    EX : servers on 10.9.200.0 and clients on 10.9.100.0
when entering a URL in the browser in  it takes long time java loading about 50 to 80 second then it's open
