OPATCH_JAVA_ERROR=CheckConflict ERROR

Dear,

Customer wants to apply overlay Patch 16784403 and then faced the bellow error.

Error:
OPATCH_JAVA_ERROR=CheckConflict: OPatch cannot process overlay patches because of no OUI support. Please take latest OUI 10.1 patchset from "My Oracle Support" and try again.
Cannot check bug/file conflict and component prerequisite checks.

He applied Forms - Bundle Patch 14825718 successfully.

He also refer note 1083935.1 and then follow, but still face the same error.

I checked customer uploaded installActions2014-01-03_06-31-01PM.log log file and then found bellow information.
New Installations (4 products)
   Oracle Installation Products 10.1.0.6.0
   Oracle Universal Installer 10.1.0.6.0
   Oracle One-Off Patch Installer 10.1.0.6.1
