Error in Labor cost No_Rate

 Hi Folks,
I am working on Labor Expenditures.
When I run the program PRC:Distribute Labor cost,could not generate the cost,It shows the Rejection reason as No_Rate and Missing cost rate.
I have done the setup for Rate Schedules and also defined the rate  in Expenditure type also/
Can anyone let me know,if i am missing any setup.
