IN PMS notification is not going when plan has been published.

Dear All
In PMS plan members are not getting notification when plan has been published.
Plan members receive notification for other activities such as creating objectives, appraisal and roll back a plan.
Only when Plan is published plan members are not getting any notification. 
Plan admin gets a notification which says that plan has been published.
Anyone please let me know what would be the issue.
