Network drops

In the latest Exadata Owner's Guide we have a Table 2-1 "Environmental Requirements for Oracle Exadata Database Machine X4-2" on the page 2-3.The 7 row in it is the "Network drops". What is the "Network drops" , who knows ?
Does it include the storage cells or not? Or it apply to the Db nodes only ?

We derived the formula: Network drops = DB nodes + 3, but what means the 3 ?
Explain, please
