Receiving into quarantine without using routing

Hello,

I'd like some insight into the following situation.  A user receives 10 each of an item.  1 of the 10 received into stock is damaged.  It may or may not be returned to the supplier.  Until that decision is made, the business would like to put the item into quarantine so that it is not considered in it's availability calculation and sold mistakenly, but still have visibility.  My thought would be to put into a quantity 'bucket' on the item location, that is not included in the availability configuration.  I briefly thought about a quaratine location, however, the item is
