12.1.3.8 - APCC - Archive One Package hangs while inserting into MSC_ST_ITEM_ORDERS_F Table

 Hi,
Oracle VCP - 12.1.3.8
Recent Change - VCP Upgrade from 12.1.3.5 to 12.1.3.8
Decentralized Setup -EBS, VCP

After the upgrade, APCC archive (Archive Plan Summary) is running for long time.
Specifically, the child thread "Archive One Package" is taking too long while processing "items".

Our finding so far - 
With help of DBAs we have narrowed it down to "MSC_ST_ITEM_ORDERS_F" table where the archive program is taking long time to insert.

Question - 
If you have seen such behavior post-upgrade, with archive processes, please share your thoughts.
Also, if there is a way to control behavior (around table MSC_ST_ITEM_ORDERS_F) , please let me know.
