Can we fully disable record writing ability with -- help > diagnostics > examine?

 Posting this here even though it's kind of an E-Business question because  I feel like DBAs would be the ones to have dealt with this before.

We're trying to keep people from using diagnostics > examine -- we don't mind anyone viewing data through this - it's a very useful tool; however, they also have the ability to modify records.  Even though they're the system administrator, we are trying to keep anyone from making unauthorized changes.

So is there a way to disable the ability to write to records using 'Examine'?  So that data can only be 'viewed' with that tool?  Or a way to get rid of it completely if the former option is unavailable?
