XLA_AE_LINES x XLA_DISTRIBUTION_LINKS differences

Development has confirmed in the bugs referred and many other bugs that this is intended.
According to this note 1467770.1 migrated data should be not returned from XLA_DISTRIBUTION_LINKS:

For historic transactions, XLA_DISTRIBUTION_LINKS (XDL) is not used. AP trial
balance report is built from 11i AP LIABILITY balances for historic data.
XLA_AE_LINES amounts are source of truth for historic data. And the reason is
complexity of upgrade. There is no shipped application business logic in AP
that relies on upgraded XLA_DISTRIBUTION_LINKS info.
In case, there's a need to cancel/void upgraded transactions, accounting will go fine
