Oracle Receivables in not pointing to newly created Tax Regime

I have followed the note 577996.1 but it does not seem to address an upgrade scenario. We migrated from 11.5.10.2 to r12.1.3 last year.
- Consider following points for better understanding of the issue.
- We migrated from 11.5.10.2 to r12.1.3 last year.
- We have customer base in Canada and also a Canadian Operating Unit.
- With 11i migration, we continued to use migrated tax setup and it works fine for migrated customers and sites.
- However, if a customer has a new site or address in r12, the migrated Tax setup stops working.
- When we contacted Oracle via a SR, Oracle said that in case of new addresses you have to setup new tax regime and they gave us above mentioned note.
