What's "turbo scan" ?

Hello I'm Yuji.
I'm reading the Note#16314254.8.

This Note Title is "Bug 16314254  Wrong results from query using non-turbo scan for an OLTP compressed block"

I don't know "turbo scan".
There isn't any infomation about it.

What's "turbo scan" ?
Is it the feature of only HCC/Exadata ?
