Can anybody have control on transaction like PO release,WO release,GRR,INVOICING thorugh Project WBS

Can anybody have control on transaction like PO release,WO release,GRR,INVOICING thorugh Project WBS

Above said transaction are possible to execute in absence of WBS of project created and assigned to Sales order.

Is it possible to make it mandatory for users to create WBS.
