We are at Oracle Applications 12.1.3 XML Publisher 5.6.3, where do we go from here?

Due to severe performance issue we want to explore BI Publisher Enterpriise however what version is recommended for us to migrate to.
1) Question #1 - Should we go to 11g or 10g?
2) question #2 - Do we need to first install 10g then 11g on top?
3) Once standalone is up, what will we need to do with the already existing templates and data definitions? I imagine a regeneration with the newer version is in order, but that just seems to easy.

We need documented advice.
