11.5.10.2 : Patch 16971548 failed to generate PAXPREPR.fmx

Hello,
I'm in the process of applying patch 16975148 as per Doc ID:1430023.1, but the patch has failed to generate PAXPREPR.fmx and got the below error messages:

Compilation error on package body PROJECT_FOLDER:
PL/SQL ERROR 302 at line 364, column 27
component 'VALIDATE_PROJECT_DATES' must be declared
PL/SQL ERROR 0 at line 364, column 4
Statement ignored
