Bar update of closed quality plans

Client wishes to bar updates to closed quality plans.  Superuser would reopen plan to permit updates, then reclose. Standard functionality is permitting anyone with update capability to update any plan, whether open or closed. (R12.1.3)

Has anyone addressed this issue before?
