Inventory Cost level conversion from Level 3 to level 2

I have client who inadvertently used cost level 3 for an item and completed 2 work orders. They really want to use cost level 2. I tried using R41815 to convert from level 3 to level 2 but it will not do conversion and item is not processed. How can I convert cost level 3 to cost level 2?
