Budget creation in Project Management

Hi Folks,

I have an issue in creation of budgets in Project Management.

When I select a Plan type and click on Define Planning options to create a Budget by selecting the Raw cost and Quantity to create a budget,I am getting an error that Resource class rate schedule msising.

Do I have to create Resource class and rate schedule for this to resolve it?Let me know if anyone has worked on it.
