WMS LPN manuel transfert in inbound process

Hi

In a receiving process (inspection required), Is-it possible to manually transfert (load and drop) LPN from a receiving locator to another receiving locator without setting up an operation plan.  because in some business case these operations are not planned initially.   

users want to do many manual  transfert in receiving Locators before doing inspection.  

When trying to do this tasks using mobile device  (Tasks/  manual Tasks / Manual Load  and then scan LPN) Oracle WMS give the error "inspection required before putawway". 

Please help
