console ok but no em

I have a new installation of OFM, weblogic 10.3.6.0.3, and webtier 11.1.1.7.  I can get to the console OK, servername:port/console, but I can't get to the admin server severname:port/em.  I get an HTTP 404 error.  Any ideas what to look for?  Thx.
