Issue installing Siebel Server as Clustered Server/Service on Microsoft Cluster 2008 for High Availa

I am encounterng an error during the installation of the Siebel Server as a clustered server/service.

The error in the wizard is "Siebel Configuration Wizard failed with error. Please see the log files for details." I reviewed the logs, and the error I noticed was "GEN-05004: Key was not found".

I did a search on support and found a few documents, including 1587702.1. I don't think it is a registry issue because the Gateway installed fine. I also tried to do a nonclustered server and it installed fine. I uninstalled it though and retried to install as a clustered server, but it still errored out again.
