Move transaction setup for every Operations

Dear Guru's,

We have an reqirement where business want to perfprm the Move trasnaction at WIP level.

As an example if we have 10, 20, 30, 40 & 50 five opertions for a wip JOB and we want to perform the sequnce wise with out skip any operations, that system should not allow user to move operation from 10 to 30 withput completing 20 operation.

Please suggest is there ay specific setup requred to achieve this functionality.
