Launch Pick Release - Either all or none

 Hi all,

We combine multiple sales order line into a single delivery. (hence I think 'Ship Set' functionality cannot be used)

We launch pick release from the 'Shipping Transaction Form' 

As-Is situation:

user launches pick release from shipping transaction form for a  delivery having multiple lines.

if inventory/warehouse doesn't have enough quantity for any of the line item out of many lines, that one line is split, missing quantity is back-ordered and for remaining available quantity and remaining lines move order and pick list is generated for further processing.
