Why the expenditure item is not eligible for the draft revenue generation?

 Project completion date did not allow revenue generation. Change the completion date to the later date vs. the expenditure item date, still no revenue generated. Why the expenditure is not eligible for the draft revenue generation? No rejection reason is provided in the Draft Revenue Eligibility report.
