In the readme file for patch 17527685 - Oracle Projects Costing Recommended Patch Collection, it has the following:
2. Pre-requisite or Co-requisite, which is not included with this patch:
Functional Co-requisite  AP Bug 13858818.

No patch exists for this bug 13858818 I assume that can be ignored?

It also says the following, how should this be done?

7. Pre-patch application steps
Please modify the driver file of the patch and add forcecopy option for following files only :
patch/115/sql/PADCTNSS.pls  v120.2.12010000.7
patch/115/sql/PADCTNSB.pls  v120.6.12010000.12
