How to exclude Budgetary Control for Some of GL Accounts

HiWe are in Oracle R12 and having 15 Operating Units with 40 active Inventory Orgs

Our requirements are;
1. While doing AP & Purchasing Transaction we need to control Expense GL code through Absolute Budgetary Control.
2. What is Feature of Segment Qualifier " Allow Budgeting"?
3. How to exclude Budgetary Control for Some of GL Accounts
4. Can we exclude a particular Operating Units from Budgetary Control
