Requisition at the eProcurement level source to PO instead of Inventory for item that is 'Discontinu

Sceanrio:

We have multiple Inventory Business Units and one PO BU. Item '123' is set to discontinue' at one of the BU unit inventory level (BU101OR) but is still active at the SETID level. We set the item  up this way to prevent PO from being created for inventory BU 101OR and want to use the item 123 balance up  under this inventory BU. In addition, we still allow other BU to  replenish and order this item. A requisition is created in epro that is tied to Inventory BU101OR. There are still inventory balance for this item under BU101OR. HOwever, the requisiton was not
