Unable to create user after configuring DA

Hi,

By following the above tutorial I am done upto delegated administrator and I tried to create users using the below command :

./commadmin user create -D admin -F xyz -l xyz -L abc -W xxxxx -d test.test.com -S mail -E abc@test.test.com -H <hostname>

and I get the error :
FAIL
5064:The service to be added is not registered on the organization.

I am able to open the DA from browser also. Do I need to configure messaging server and then try the command to create user?
