Canadian Payroll ROE

 For Canadian payroll, what is the difference between ROE Web Submission and Draft Modes? When I go into ROE Workbench (P770631)  version ZJDE0001, and generated single ROE Web file it submits it in Submission mode. A ROE file is created and ROE Summary table is updated.  What is the difference if I submit the ROE in draft mode?
