R12.1.3 - Invoke third party Cybersource API from Oracle EBS AR

Hi,
We are on Oracle R12. We want to invoke a third party Cybersource API in a concurrent program in AR. Can you please tell us the process by which this can be done? Is there an Integration Broker in Oracle similar to Peoplesoft for achieving this?
