Assignment Grade Step Placement

We are on EBS 12.1.3 and do have RUP6 and end-of-year patches posted through Phase II.  HR staff is trying to update an employee assignment via Others > Grade Step Placement to enter a new grade step placement point.  She uses the responsibility "CoM HRMS Super User", which I guess is a custom responsibility.  After she changes the grade step placement point, she opens up the salary screen and the new salary is not shown.

The Grade Salary Limits section of the screen does show the new grade step and as-of date, but the current salary section shows the previous salary and the salary history does not show the new entry.
