How to disable void check function in payables user?

We are using ebs version 12.1.3

The users has requested to disable the void check function in payables user responsibility.

When I go to system administrator->security->responsibility->define and in the exclude menu/function section, I cannot find the void check/payment function.

Please see the attached image from payables user responsibility payments->entry->payment for in the payment action form there are void function with check box. How can I gray out the void option? Gurus, please advise. Thank you very much.
