iRecruitment Users able to edit vacancy in hold status, can we turn that off by responsibility?

Hi,
Version 12.1.3

Currently in iRecruitment user are able to edit a vacancy that is in hold status. Is there a way we can turn the ability to edit a vacancy which is on hold off by responsibility? Please let me know if you have any questions. Thanks!
