Upgrade to Grid 11.2.0.4 does not update HA release version

I have upgraded a Grid/ASM installation to 11.2.0.4 from 11.2.0.3. It seems to be working, but the following query still shows 11.2.0.3. Is this expected behavior?

>crsctl query has releaseversion
Oracle High Availability Services release version on the local node is [11.2.0.3.0]

>crsctl query has softwareversion
Oracle High Availability Services version on the local node is [11.2.0.4.0]
